Classified Waters

Eight Kootenay rivers are classified waters under BC's Classified Waters Licensing System. On these rivers, anglers who don't reside in British Columbia need a Classified Waters Licence and a daily fee on top of the basic angling licence. All eight are Class II, classified year-round.

Who needs it

Anglers who are not residents of British Columbia — both other Canadians and non-residents of Canada — need a Classified Waters Licence plus a per-day fee to fish these rivers during the classified period. BC residents fish them on the basic licence.

When it applies

Every Region 4 classified water carries a classified period of April 1 – March 31 — effectively year-round. The licence requirement and daily fee apply whenever the water is open to fishing.

Why they're classified

The system protects a handful of exceptional trout rivers by capping angling pressure — including guide angler-day quotas — and funding management from the fees. Classification is set in Schedule A of the Angling and Scientific Collection Regulation.

Annual guide quota is the cap on guided angler-days that licensed guides may sell on each river per year — one angler-day is one guided angler fishing one day. It limits commercial guiding pressure; it is not a catch limit and does not cap unguided anglers. "Not guided" waters have no guided allocation but still require the licence.
